Minutes of Committee Meeting held on Tuesday 15th May 2012
at Conwy Yacht Club, Deganwy

PRESENT:  Cllr. Samantha Cotton, Petra Haig, Christopher Brigg, David Haynes, Cllr. C. Gilligan, Bill Wright, Bob Shorthouse, Kaye Mc Pherson, Geoff Clegg, Jason Weyman, John Griffith, Vicky Stanley, PC. Mike Smith.

2. APPROVAL OF PREVIOUS MINUTES corrections and signing

3. MATTERS ARISING: The problem with the trees at 2, Arfryn has been resolved. Work has been carried out and they are deemed to be safe.

Section 106 has still to be signed before work can start on the Deganwy Castle Hotel, there are no specific reasons for the delay.

Local issues
Petra asked Jason to find out why the pontoon has not been re-installed yet on Deganwy beach.
Jason had heard that a second water taxi is running in competition to the initial one- Petra said she had not seen the taxi out yet.

Vicky requested Jason and Sam look into how to implement a weight restriction on HGV‘s driving through the village as cracks are appearing in some buildings.

Speed restriction signs were discussed and PC Smith said he would look into the feasibility of organising a  flashing LED sign which display motorists speed on entry to the village.

John Griffith reported that cyclists on the prom approaching pedestrians from behind can be dangerous.  HE suggested a cycle lane on the prom to segregate pedestrians and cyclists.
General discussion followed as to whether this would help the situation or whether signs could be an alternative, asking cyclists to be considerate or use a bell.   Jason reported that cyclists often speed up in specified lanes and sharing with consideration is thought to be more effective for safety.  No action on this at present.

Vicky wanted the youth drinking and dens on the Vardre policed and PC Smith agreed to visit the sites regularly.
Young people need somewhere to go- however they have been stealing fences to burn in order to keep warm!
The Kody foundation is working hard to provide activity for young people in the area.

Vicky reported that Network Rail had cleared the rubbish from the track through Deganwy.

Bill was pleased that the dog bins were emptied promptly after he informed the Council that one was full.

However he is experiencing problems with weeds on the pavement on Maesdu.  These are growing and impeding his mobility cart and is worried about brambles causing physical damage. 
Discussion followed about saving wild- flowers and also taking secateurs on walks to clear encroaching undergrowth. The Footpath Committee members and Ramblers Society members do this.  Jason pointed out that the weed killing machine is currently being deployed around the area and all paths are sprayed to prevent weed growth.  However, there is only one machine and the weeds need to be growing before the herbicide can be used.


Prom Day and Jubilee Celebrations. Prom Day Committee meets after this meeting.
Bunting is being put up on Wednesday 23rd at 6.00pm. Meet at the car park ladders from Petra and Sam.
Petra had resourced a bunting and flag website which provides reasonably priced bunting if any further is needed this year or next.
Sam will chase the council about hanging baskets to ensure they are up before Prom Day.
Beach Clean Up Saturday 26th May 10.30am.
The Scouts won’t be able to attend – however this is usually a smaller project after the successful March event and can be managed by fewer volunteers.
Jason to drop off litter picking kit earlier as he may be a few minutes late.
Refreshments outside 21 afterwards.
Cakes welcome.  Petra will provide squash and coffee.
Raffle tickets and Flyers to be disseminated and sold by everyone.
David and Bill will sell Raffle tickets at the Prom Day from 11-2 and Petra/Sam will take over after that.

PC MIKE SMITH Beat Bobby / Community manager was welcomed to the meeting.
He has undertaken to attend the meetings and provide crime figures to us.
In the last month there have been 7 crimes of minor level committed in the Deganwy area.  He presented an update sheet to Committee members listing the crimes and also citing Community Police Plans for Deganwy.
These include the following schemes-
Adopt a Street; Responsible dog walker’s scheme; Youth Council; Good citizenship reward scheme; Junior Neighbourhood Watch and Deganwy residents policing panel. Volunteers contact Michael.Smith@nthwales.pnn.police.uk

Dog Fouling
Jason wanted to find out the feeling of Committee members to a proposed private company being introduced to monitor and manage dog fouling and litter. He Company would be able to enforce fines and would be self funding from these fines. The committee was favourable to this idea being explored and possibly implemented.

Deganwy Town Council has two vacancies for co-opted councillors.
Closing date is 7th June.

Minutes of Committee Meeting held on Tuesday 17th January 2012

Before the business of the meeting commenced Jason informed the committee that Jill Buerdell was attending  a special Youth Group Meeting in Deganwy following the tragic death of Cody Dutter(13) on the previous day.
He reported that on Saturday night 5 youths had been involved in a car crash on Tan Y Fron, on the Vardre Estate.  Cody had sustained life threatening injuries and was transferred to Alder Hay Hospital where he later died.
The committee wish to record their concern regarding the events leading up to this tragedy and extend sincere sympathy to Cody’s family.

3. MATTERS ARISING:
Bill reported the lights are still on through the day around Rockfield Drive.  Jason explained that lights are defaulted to on when there is a fault as the Council pay a Fixed Price for their electricity.
It will be attended to at some point but is a low priority.

The Christmas lights in Deganwy were battered by the winds over Christmas and funding has been obtained for new LCD lights  which are more environmentally friendly and will have a better display.

Blue Plaque – 1 Marine Crescent
The plaque commemorating Commander Harold Lowe lived at this address is ready.
The Town Council have pledged £250 and will have their name on the plaque as well.
Geoff had not been able to contact a solicitor for advice yet.
The plaque will be unveiled in April- 100 years after the Titanic set sail from Southampton.

The Deganwy notice board was brought to the attention of the Town Council and the Clerk is looking into funding and costs.
LLanrhos Old School has a nice new one which cost £700.

Sam reported she had attended the opening event of LLanrhos Old School.  Lord Mostyn officially opened the venue.
IT costs £35 to hire out per session and the DDRA are planning to host the AGM meeting there in the week commencing 18th June 2012.
John Lawson Ray has agreed to present a talk titled “A Look at Llandudno” with slides from his professional collection.

AOB
There was a heated debate about the benefits of the cycle path- the problems with flood defences being closed and the cost of sand clearance from West Shore.
Following this Maurice Clarke tendered his resignation due to anti-cycling remarks.

Bill reported the vegetation had been cut on Maesdu Road and he is satisfied at present with the path.

HE reported a light out on Rockfield to the Council. He was pleased that  this was mended promptly by the Council- however the lights are still on through the day.
Petra will report this issue again.

An up to date list of Committee members and attendees was passed round for final corrections and is attached to the minutes.

Deganwy Public  Conveniences
Partially built on Network Rail land- however they will stay at the same location and not be moved into the car-park.
In order to keep the facility open they will need to be made pay as you go!  This will generate income for other facilities to remain open in the district.
Llandudno Junction toilets are going to be closed.


Blue Plaque – 1 Marine Crescent
Commander Harold Lowe lived at this address and John Lowe the present resident is his grandson.
Harold Lowe was on board the Titanic and as the 100th anniversary of the disaster will be remembered next year a Blue Plaque is being organised for the house.
The Town Council have pledged £250.
History of Deganwy Group have pledged a donation and John Lowe will contribute £250.
There will be additional costs in having the plaque fitted and accreditation.
The DDRA would like to offer£100 for legal advice to ensure the plaque will be protected in the house deeds if the property is sold outside the family.
Geoff will resource a solicitor for advice.

Christmas in Deganwy
Jason has managed to organise £350 from the County Councils Tourism Funds for decorations in Deganwy  along the shop fronts.
Planning have agreed this is not a problem as long as there are no obstructions.
Deganwy School Christmas Fair
Friday November 25th 6-8 pm at Deganwy School, DDRA on refreshments- volunteers from Committee requested.
Geoff, Chris G. and Petra volunteered

Christmas Party Tuesday December 6th 7pm onwards
Chris Brigg suggested we have a seasonal get together at the Yacht Club.
THE DDRA will pay for the venue and kitchen ( £25) and members own contributions to food and drinks.
Spouses, partners and significant others welcome.

Father Christmas Saturday 17th December 2.00 pm
There will be Christmas Carols and Mince pies around the Christmas Tree at Tan y Fron on Pantowyn Road.

Boxing Day Dip 11.00 am
Arranged by Conwy Town Council will go ahead as long as temperatures remain above freezing.

Prom Day 2nd June 2012
This is the Jubilee Weekend with Jubilee day being the 5th June.
The ATC are going to organise an event around this time- Chris Gilligan has requested that no other Conwy events are arranged to clash with Deganwy Prom Day- at present there are no other entries in the Council Diary.

The Deganwy notice board has not been replaced.  Chris or Sam will bring up at Town Council Meeting.
Petra suggested DDRA donate some funding for it- the Deganwy District Residents could put the committee name above the board.
