John Griffith was missed from the persons present list at last meeting- minute duly updated.

3. MATTERS ARISING:

Undergrowth and footpath along
Maesdu Road
has been reduced to 10 inches wide, brambles make it impassable. Still no response from  Maesdu Golf Club or Conwy County Borough Council. Bill feels the problem is getting worse he has been caught in the brambles.

Petra to write again to Council and Golf Club and also to Mike Priestley.
Letters attached with email minutes.

Up date committee members list and contact numbers and emails. Petra to undertake that.

Toilets
There is funding for refurbishment of Deganwy toilets. They will remain at the present location and be updated by the Council, who are responsible for cleaning and maintaining them. There was a discussion about charging for use but the committee feels this facility should remain free.

Litter
No further problems with litter around Franco’s Kiosk.

Beach Clean up this Saturday 24th September10.00- meet at signal box.

Street Lights  around
Rockfield Drive
, Penlan, Bryn Seriol,

seem sensitive to dark and switch on very early or during day.
Petra to write to Council and investigate trigger mechanism.

Discussion re Llandudno lifeboat merchandise to move to retail premises in St George’s Square, Llandudno.

Minutes of Committee Meeting held on 19th July at Conwy Yacht Club, Deganwy

2. APPROVAL OF PREVIOUS MINUTES and signing

Treasurer’s report had been  issued at the AGM in June but not minuted. Copy in file.

Voting of Honorary members- all to remain unchanged for this year- Sam Cotton (Chair), Petra Haig (secretary) Chris Briggs (treasurer).
Proposed by Jason Weyman and seconded by Richard Haig.

3. MATTERS ARISING:

Prom Day Committee meeting 3rd August 11
Jason reported that the Prom Day made had made a profit of £900 which would be used for donations to local groups. To be discussed at the next prom day committee meeting.

Maurice was concerned as the “report it” button on Conwy Council web site has limited options and narrow categories.  It was suggested that one  chooses the nearest category to concern being reported.

Petra had written to Network Rail and they have responded by post and have cut back the vegetation.
No response from Maesdu Golf Club and Bill feels the problem is getting worse.
Maurice enquired about pavement weeding and cleaning and frequency of these- weeding gets done once a year now due to increased demand.

A reminder of the opening of Deganwy Castle with re- enactment and hog roast on Saturday 23rd July.
Activities will take place on the fields as the summit will be closed off for safety reasons- guided tours only will be allowed on the day.

Deganwy School Summer Fair
Geoff, Sam and Maurice manned the refreshments stall. The Fair was successful and made £1360 – a thank you card has been received.

Library
Sam attended the workshop and also added to the consultation document.
The document remains on line on the Council website (link to Library consultation) and available in public places until the end of August for anyone else who wishes to make comments.

Deganwy  Library  is earmarked to close as it is not being used sufficiently.
There is also a proposal for a new super library serving Conwy, Junction and Deganwy.
The provision of library services and the community needs were discussed, various  option’ s were suggested-Community groups running the library.
Use of the building as a Community IT suite.
Use as a Community space run by a local group.
This issue will continue to be discussed at future meetings.

LLanrhos Old School
A meeting at this venue has been suggested to boost the DDRA numbers, with the idea of holding a larger meeting with speaker once or twice a year.  The charge will be £30 for the evening.
Suggestions for speakers and advertising were discussed.
Llanrhos Old School committee has arranged it’s own publicity and events for it’s opening later this year, so Jason suggested the DDRA arrange their meeting early 2012.
To be discussed further at next meeting.

AOB
Franco’s Kiosk
Sam and other members have notice an increase in litter around the brick shelter.  Bins are available.
Petra to approach Julian to request he places a bin outside the kiosk, also to suggest a polite notice encouraging customers to use the bins.

Noise /drinking along the promenade
There has been a couple of incidents of groups gathering along the front to drink and increased noise levels , litter and potential trouble following this.
This is a designated no drinking area- but the signs have become unreadable. Jason will chase this up with the Council.
Sam will raise the issue with the Youth Outreach workers as this helped reduce this behaviour last year.

Any litter dropping or othe anti social behaviour along Marine Crescent can be reported to the police by telephone.
If a car is in use take the registration number and report it.

Cartefi Conwy- affordable housing
Several sites have been earmarked as potential development sites on which to build affordable housing.
This is due to an increased demand for affordable housing  because  young people cannot afford to buy housing.
The stock of affordable  housing  is not large enough for this increased demand.
The football area (Troed y Bwlch) near the play park past Deganwy school is one of these area.
The Council have not yet decided if this is a suitable site yet, but concerns and action to prevent building need to be raised early.
Some villages have registered their green sites as Village Greens – Sam will investigate the process for this and approach local residents to guage feelings.

Beach Clean Up-
A clean up has been organised for Saturday 24th September. 10-12 am
Sam will advertise the event.

3. MATTERS ARISING:

The sea defence gates are now all open, Bill queried if there were any notices at West shore to inform the general public that wheeled vehicles had access.

Jason has brought this to the attention of the Council but there are no funds available at present for signs to be made or changed.

Cllr Christine and Sam to investigate the progress with signage from the Cycle Path to highlight the village and Castle.  Also discussion with Ian halfpenny at Cadw.

The hedge on
Maesdu Road
has grown again since it was cut back last year.
Jason has alerted the council and Officers will speak with Maesdu Golf club.  However due to the Wildlife and Country side Act it is an offence to disturb nesting birds from April onwards.  So cutting back cannot happen until late summer.

There is also a problem with overgrowth on
Station Road
on the railway side. Jason’s ward.
Hedges are also overgrowing on Glan y Mor Road (past the fish and chip shop)  and  as this is the Marl Ward area it is Cllr. Mike Priestly‘s ward- minutes to be forwarded to him with an invitation to attend the next meeting.

Jason requested that residents also report problems using the Conwy Council web site and the “REPORT IT” facility.

The new recycling services role out is taking place this week for part of Deganwy, the rest will follow in June.  Paper, tins, glass and card is collected weekly, garden waste and wheelie bins are collected alternate weeks.
The RECYCLING caravan will be at the Prom Day on 4th June, so any questions or issued can be raised there.

Petra read out the response from Network Rail regarding the closing of the crossing on
Glan y Mor Road
.   Essentially there is no legal right of way at this crossing and therefore it has been closed for safety reasons.

4. BEACH CLEAN UP SATURDAY 21st May
with refreshments outside 22,

afterwards.  Donations of cakes and drinks please.
Jason has organised pickers and bag from CCBC environment and Youth services.  The Council will collect from the usual place on Saturday afternoon.
Stones are to be removed from the green ready for Prom Day and bunting to be attached to the lampposts.

5... PROM Day 4th June 2011
The DASH - Geoff requested volunteers to marshal the run. Marshall to collect bibs from the Deganwy castle Hotel car- Park at 6.00 pm.

He also distributed Raffle tickets to be sold before hand as well as at the DDRA stall on the day. Volunteers for the stall and other events were requested and names were submitted for manning stalls from 11am to -4pm.
The Prom day Committee will be setting up from 8.00 am onwards.

ST John’s Ambulance now charge £300 to attend events, so Vikki has recently attended a first aide course and is to be designated First Aider on Prom Day.  The regular ambulance will be parked in the car- Park if they are not called out.

AOB
The kiosk on the prom is now open and called Franco’s.  The owner is Mr Julian Algeri and it is named after his recently deceased father .

Bill was concerned about the street name plate for
Rockfield Drive
which has been detached and bent.  The issue needs to be raised with regulatory services.  Jason will report he Rockfield and Penlan problems as raised.

It was agreed that any similar issues will be reported using the REPORT IT button facility on the Council website and the reference number brought to the DDRA committee meetings so that issues can be followed up to resolution.

Vikki has reported Lamppost 14 not working on
Marine Crescent

Weeds opposite Deganwy Quay entrance.
Network Rail to tidy up their side of the fence where weeks grow along the rail track.

Jason and Vikki had a meeting with the Biodiversity department and discussed recovering the Green from it’s Biodiversity status and reinstating it as a Village Green with goal –posts.
It has been a Biodiversity area since 2003 and was agreed by earlier Councillors, so it is unlikely to revert back but this generated some discussion.

Christine requested £130 for the cage for clearance around the LLanrhos Old School.  Jason informed the Committee that the project has raised £240, 00, through Fund raising and grants.
A tender has been agreed for work   starting at the end of June and will be completed by the end of 2011.

It was noted that the Victorian Shelter had been painted and looked very nice. This was completed through the Harbour Authority.

The village notice board has still not returned and notices continue to be posted in the Post Office.

The meeting closed at 20.10.

PRESENT: Cllr. Samantha Cotton, Petra Haig, Maurice Clarke, John Griffiths, David Haynes, Shirley Morrison, Bob Shorthouse, Cllr. C. Gilligan, Cllr. Jason Weyman, Kaye Macpherson, Bill Wright, CM Roberts,

The Chair has received a letter of resignation from Cllr Dennis Tew following an accident which has affected his mobility. AS a local Councillor he would still like to receive the minutes.

3. MATTERS ARISING:
THE CASTLE HOTEL- has been purchased by Charles Lynch of the Rothsey Hotel.
Jason has reported that Mr Rafferty (head of regulatory services.) has no plans for using this facility as homeless accommodation and will be monitoring the situation.
Jason has heard that the long term plans are for apartments and a hotel with a smaller function room.
However there will be a period of development and several “guardian angels” will be living in the building to maintain it.
Jason has tried to meet with Mr Lynch to confirm these reports and Petra suggested we invite him to the DDRA meeting to discuss the future of the Hotel. (A possible speaker for the AGM?)

4. Beach clean up- was well attended and a large collection of rubbish was removed.
Several passers by commented on the clean up and wanted to help out or find out more information about the DDRA.
No notices had been posted as the village notice board has been removed for renovation.
This needs to be replaced as soon as possible.
In the meantime the Post Office is putting up notices.

The flood gates have not been opened during the winter and are blocking the path causing problems for the elderly and disabled. Wheelchairs and other mobility aides have to be lifted over.
Notices should alert users at West shore that they may not be able to proceed past the gates. There was some discussion about alternative access along the beach or a ramp.
Jason will take this matter up again with Dyfed Rowlands at environmental services.

4. PROM DAY COMMITTEE
The website is running and the event is being organised- Next meeting 16th March at the Yacht Club.
The Dash has been organised and stalls are being arranged.
The DDRA are to run a stall and sell Raffle Tickets – this is also an opportunity to publicise the DDRA meetings. Notice of the DDRA meetings has not been posted in the Weekly news. A website or blog would be useful for the DDRA.

5. RAILWAY STILE, Glan Y Mor Road.
Network Rail is planning to close this following a near miss in the last 2 weeks. There are no details of the “near miss”. Unfortunately this crossing is not a public right of way, but there is a covenant in local house deeds for residents to have access to the beach. A Civil Claim against Network Rail would need to be made to enforce this.
Network Rail is not responding to queries at present.
This is a well used crossing and a petition against its closure is available to sign in Mr. Patel’s shop, the Harbour Fish and Chip shop and Save Deganwy Crossing on Face book.
Marie Jones from the Weekly News has been contacted to write an article informing the public of this.-
DDRA secretary to send a letter voicing our concern and local discontent with this proposal.

Library
Jason has been working on the consultation document and it will contain proposal to
Explore other options
Publish the cost of keeping all libraries open
Explore voluntary or alternative support
Explore mobile libraries and the use of community centres

Police update
Parking tickets have been issued to cars illegally parked on thecycle path near the signal box at Deganwy.
A jeep parked in the turn around bay has been causing problems and is not registered at Marine Crescent. Jill will follow this up.
Dog fouling down the walkway at Rockfield has been a problem.
Parking on the grass on Maesdu Road and Station Road pavement, also the beach has been used by Council vehicles when cleaning the public conveniences.
Three people have been reported for dog fouling on the cycle path between Deganwy and West Shore.

AOB
The shrubs along Station Road on the railway side are growing over the fence and are deemed unsafe for cyclists.
LLanrhos Old School has been clearing the greenery and filled a” cage” with waste. The DDRA have offered to fund a second “cage” for £150- proposed John Griffiths, seconded David Haynes
